- Survey current business and financial models to identify barriers to market penetration
- Conduct a series of PV financial analyses and develop innovative models
- Assess current marketing and business practices
- Recommend new models such as a model PPA contract
- Prepare a set of PV policy and procedure changes for consideration By the CPUC, California Energy Commission, California utility companies and local jurisdictions
- Create an on-line financing “clearinghouse”, linking financiers with project developers
